Class Description

In 2024 there were 27 separate billion-dollar climate and natural disasters that impacted the U.S. How quickly your city can response to the event will greatly impact its ability to recover. The ability to get people back into their homes and businesses back into their buildings is critical to the community’s recovery efforts.

Having staff and personnel trained in performing Building Safety Evaluations is key to these efforts. Building Safety Evaluations follow the national standards of the ATC-20 (Post-Earthquake) and ATC-45 (Windstorms and Floods) building safety evaluation procedures.

This course will provide training for these two evaluation procedures in addition to, a basic overview of FEMA’s National Incident Management process, as well as Oregon specific hazards and Oregon Safety Assessment Program (OrSAP). 

Class begins promptly at 8:30 am and ends by 4:00 pm and offers six hours of continuing education units/credit. A hot breakfast and lunch, all-day coffee and refreshments will be provided to registered attendees.

  • Learn how to perform building safety evaluations following the procedures of Applied Technology Council standards ATC-20 Post-Earthquake Safety Evaluation of Buildings and ATC-45 Safety Evaluation of Buildings after Windstorms and Floods
  • Overview of the State of Oregon program, OrSAP
  • Overview of building structural basics to assist with building safety evaluations

About our Presenter

Paul is the Chief Plans Examiner at the City of Hillsboro and has worked in the construction industry for 20 years before joining the city in 2003. He has worked hard to become one of only few Master Code Professionals in the state of Oregon. Outside of the office, Paul takes great pride in his daughters, who keep him busy with their activities in school and art.

Chris Wong, PE, SE, is a licensed civil and structural engineer in Oregon and California. Chris has 20 years of experience in structural design, evaluation, and structural plan review of building structures. He is currently a structural engineer for the City of Hillsboro Community Development Department. He is a member of the Structural Engineers Association of Oregon (SEAO) Structural Engineers Emergency Response (SEER) subcommittee and has been active in assisting with the development of the Oregon Safety Assessment Program (OrSAP) building safety evaluator training.

Class Materials/Books (suggested to bring)

ATC-20 and ATC-45 Field Manuals are required for this course and will be provided onsite. The cost of books is added to registration for this class specifically and become property of the attendee upon completion of the course.

ICC Preferred Provider Program Continuing Education Credit
(ICC CEUs)

OBOA is proud to be an approved International Code Council (ICC) Preferred Provider. ICC certificate holders must obtain a specified number of CEUs every three years in order to maintain their certifications and a portion of these CEUs must be obtained through Preferred Provider or ICC training. The Preferred Provider Program recognizes and promotes ICC-approved educational offerings as they relate to codes, standards and guidelines, as well as building construction materials, products and methods. ICC certificate holders may obtain ICC CEUs from Preferred Providers that can be applied toward the renewal requirements of ICC’s certification program.

ICC PPP CEUs: 6 In-Person Contact hours / 0.6 CEUs

An ICC CEU is a continuing education unit; each 10 clock hours of continuing education equals 1 CEU. Our typical one-day seminar has 6 hours of instruction, or 0.6 CEUs. Participation in all OBOA courses meet the needs for International Code Council (ICC) certification renewal continuing education credits as noted for each class. Please check with your appropriate jurisdiction and/or institution regarding your specific continuing education credit needs.
