About our Timely Keynote Presentation

"Debriefing the Morning Briefings – After Thoughts on a Wildfire Response from the Building Department Perspective"
Presented by Ted Zuk, CBO, Development Services Director/Building Official, Jackson County and Matt Rozzell, CBO, Building Codes Administrator, Clackamas County

Does your FEMA rapid assessment and ATC training prepare you for this?

Surely all those ICS classes & Emergency Operations Plans have your building department staff ready for this?

Nothing can prepare you for a disaster, even one you are trained to do a post-disaster inspection on. Wildfires are in a class of their own and this presentation will be lessons learned and expecting the unexpected. Disaster response can not expect FEMA or OEM to lead the charge as they truly are local events. The federal and state response comes later. There will be delays, unexpected consequences of decisions made, and armchair scrutiny of your response. That doesn’t stop you from being in the game.

Reaching out to other areas like Paradise, CA, the Camp Fires, Malibu and others, will all yield different answers on how things transpired or are still transpiring to this day. Nothing is the same and yet at the same time all share the same similar experiences.

So, how prepared are you?
  • Got the right forms? FEMA has forms, a lot of the same ones. Which one is the right one?
  • Do you have all the people needed to do the damage assessments?
  • Are they trained on the software? The software being what your IT team had to create on the fly.
  • Is the building department even recognized as the right local entity to do damage assessment? You will have many different teams, from out of state S&R to FEMA windshield teams to Army Corp, all seeming to do the same thing.
  • Will the Sheriff's Office allow your inspectors in to do their job?
  • Think you know the difference between a green, yellow, and red placard? You better – there will be arguments that start involving property rights, insurance claims, and landlord / tenant issues.
The presentation is designed not to be a "how to guide" – but more to give real-life experiences and spark questions on things that may seem like minutia – until faced with them in the field.
