     Pre- ABM Workshop: "Oregon Statutes and Rule for Building Officials & Debriefing the ICC’s Legal Aspects of Code Administration – With Some Practical Tips Thrown In for Fun"
     Presented by Warren Jackson, State of Oregon Building Codes Division (BCD) & Patty Mulvihill, Executive Director, League of Oregon Cities
ICC Preferred Provider Program: 5 CEUs

The first portion of this workshop will cover some of the relevant statutes and rules that Oregon building officials should know. These are those Oregon statutes and rules that are related to administering a local building inspection program. In addition, it will include those that BCD's technical group often receives question about. This first part will be presented by Warren Jackson, Field/Statewide Services Manager with the State of Oregon Building Codes Division (BCD), who has taught several "BO" classes to OBOA members and is also a past president of OBOA. The second portion of this class will review the ICC-developed and published "Legal Aspects of Code Administration" book. This textbook is used as a reference book for people studying to become building inspectors and officials in Oregon. Please join Warren and longtime municipal attorney Patty Mulvihill as she reviews key provisions of this textbook, while providing some practical tips she’s picked up in her time as a municipal prosecutor working closely with city building departments, planning departments, and code enforcement officers.

Learning objectives include: 1. To understand the ICC’s expectations of building inspectors and officials. 2. To learn practical and useful tips that will help ensure the actions taken by building inspectors and officials are upheld in administrative and judicial hearings. 3. Educate the audience regarding the administrative requirements for a local building inspection program. 4. Review the licensing requirements for permit applicants. 5. Cover some of our technical policy sections frequently asked questions.

Target audience/level of expertise: Includes building inspectors and officials who are newer to their positions, or more seasoned inspectors and officials who wish to learn the ICC’s perspective on the expectations of their positions, and any building official, inspector, or code enforcement officer interested in gaining some practical tips on how to make their decisions more defensible during administrative and judicial proceedings. We encourage building officials and other senior staff that make decisions on behalf of the jurisdiction related to the building inspection program to attend this workshop.

Items to bring to class: If you have them, it would be helpful to bring the ICC book, Legal Aspects of Code Administration, and a copy of the Oregon BCD statutes and rules.

Registration fees for the Pre-ABM Workshop include attendance at the five-hour event with five hours/credit for ICC Preferred Provider Program CEUs, hosted lunch and refreshments, and networking with workshop attendees.

What ABM registration fees include: Attendance for the registered individual at all Thursday and Friday sessions and presentations including the Opening Keynote, 2023 Awards Program Presentation, State of Oregon BCD Update, Legislative and OBOA Lobbyist Report, Industry and Association Updates, State and Committee Board Reports, 2023/2024 OBOA Officers and Board Installation, ICC Report, all electronic session materials (as provided by the speakers), and hosted meals (Wednesday's Opening Networking Reception, breakfast on Thursday and Friday, lunch on Thursday, and the reception/dinner on Thursday evening).

Pre-ABM Professional Development Workshop: This session is optional only and has a separate registration fee. Lunch and refreshments will be included in registration fees. If you want to attend the Workshop, please be sure you select it when also registering for the ABM (must be done at the same time). 

ICC Preferred Provider Program Continuing Education Units (ICC PPP CEUs): Continuing education credit will be offered for both the ABM and Workshop and included in registration fees.

To make a reservation, please call the Eagle Crest Resort at 855.682.4786 and mention OBOA for the discounted rates. We strongly encourage you to book your room right away (do not delay) as this is peak season and rooms fill up fast.

RESERVATION DEADLINE: Sunday, July 23rd — but please don't wait as reservations are accepted only on a space and rate available basis (rooms may sell out prior to the deadline). Room rates are as follows and are subject to hotel taxes and fees.

OBOA ABM Registration Cancellation Policy: 

Cancellations received on or before July 14 will receive a full refund minus a $50 administrative processing fee. Cancellations received after July 14 or no-shows will not receive a refund and there is no credit/refund given for partial attendance.
