Featuring a timely update to the plumbing and electrical codes, presented by BCD's Plumbing Program Chief Andy Skinner and Electrical Program Chief Brian Crise. BCD's Administrator Alana Cox will provide a full BCD Update, and there will be several additional pertinent industry updates. Another packed agenda with great info!

As always, our popular and well-attended QBM offers important association and industry news and updates. In addition to great programming by multiple presenters, the OBOA QBM is the perfect forum for valuable peer-to-peer discussion — quality time to connect with colleagues who deal with the same issues you see daily. You just can't get these incredibly beneficial discussions with peers from around the state anywhere else.

We will also hear about the latest from committees, boards, and other partner organizations within building safety. Come with questions and ideas and stay connected to your peers with OBOA.

  • State of Oregon Building Codes Division (BCD) Report - Presented by BCD Administrator Alana Cox
  • Keynote Presentation: Summary of Changes to the 2023 Oregon Plumbing Specialty Code (OPSC) and 2023 Electrical Code - Presented by Andy Skinner, Plumbing Program Chief and Brian Crise, Electrical Program Chief, Building Codes Division*
  • OBOA Legislative & Lobbyist Update - Presented by Inga Deckert, President, Proxy & OBOA Lobbyist
  • OBOA Committee and State Board Updates
  • ICC, Chemeketa CC, PCC, OPTA, OFMA, SOICC, Region II, WPLBO, & Industry Partner Updates (as time allows)
  • Closing Remarks and Meeting Adjourns

*The Keynote Presentation will be a document discussion that will cover the changes to the 2023 Oregon Plumbing Specialty Code and a discussion on OIC renewals and what to do for your plumbing certification. There are 40 non-substantive changes that went into effect October 1, 2023; these new changes will not have a major impact on current design methodologies.


We encourage all attendees to pre-submit questions for this topic. Please send questions to OBOA at [email protected] by November 10th. We will send any questions received to the presenter so any necessary research or coordination can be done. Questions during the meeting will also be welcome. This is time for you!

Registration Details & Fees

Online registration has closed. If you would still like to attend, please arrive early on-site to register.

Registration deadline: Monday, November 13th. Please register by this date in order to participate.

Fees include in-person attendance at all QBM presentations, access to electronic materials (as provided by speakers), networking with OBOA members and colleagues, opportunities to pose questions and engage the presenters, and continuing education units (CEUs)/credit through the International Code Council Preferred Provider Program (ICC PPP).

Registration and a light continental breakfast will be available beginning at 8:30 am. Coffee will be available throughout the day, and we will break for a hosted hot lunch buffet. Please advise of any dietary restrictions upon registration.

Fees are per person. Through a partnership with Oregon Fire Marshals Association (OFMA), we proudly offer OFMA members the discounted OBOA member rate.

    • OBOA Member: $80
    • Non-Member: $105 (apply for OBOA membership before registering for discounted member rates!)
    • CCC or PCC Student: $45
