Course Details — Pre-ABM Technical Workshop: When Disaster Strikes! Is your City Prepared to Respond? Emergency Preparedness & Response Workshop AND OrSAP Building Safety Evaluator Training -- UPDATED SESSION DETAILS

In 2023 there were 28 separate billion-dollar climate and natural disasters that impacted the U.S. How quickly your City can response to the event will greatly impact its ability to recover. The ability to get people back into their homes and businesses back into their buildings is critical to the community’s recovery efforts. Having staff and personnel trained in performing Building Safety Evaluations is key to these efforts. Building Safety Evaluations follow the national standards of the ATC-20 (Post-Earthquake) and ATC-45 (Windstorms and Floods) building safety evaluation procedures. This course will provide training for these two evaluation procedures in addition to, a basic overview of FEMA’s National Incident Management process, as well as Oregon specific hazards and Oregon Safety Assessment Program (OrSAP).

Training Update: This training is welcome to all who have previously attended an OrSAP training. This training will be more of a workshop in Emergency Preparedness and Response and will not solely focus on building safety evaluator training. Topics that will be covered include:

Emergency Preparedness

  • Setting up a Department Operations Center (DOC).
  • Continuity of Operations Planning (COOP)
  • Equipment and Supplies.
  • Mutual Aid & Inter-Governmental Agreements (IGAs)

Emergency Response

  • ATC-20/ATC-45 Building Safety Evaluator Training
  • Habitability Standards (Safe Enough to Stay)
  • Identifying Essential Facilities & Critical Structures
  • Public Out-Reach/Messaging/Communication

Attendees who have not received OrSAP building safety evaluator training will still receive that training at this event.

Learning Objectives: Learn how to perform building safety evaluations following the procedures of Applied Technology Council standards ATC-20 Post-Earthquake Safety Evaluation of Buildings and ATC-45 Safety Evaluation of Buildings after Windstorms and Floods; and Provide overview of the State of Oregon program, OrSAP.

Target Audience: Building Officials, Inspectors, Plans Examiners, Code Specialists, Architects, & Engineers

Level of Expertise: Beginner, Intermediate, and Advanced - All positions and levels should take this course.

Continuing Education: ICC Preferred Provider Approved — Attendees of this program earn 0.6 ICC CEUs (six contact hours).

About our Expert Presenters:

Paul Vinje is the Chief Plans Examiner at the City of Hillsboro and had worked in the construction industry for twenty years before joining the City in 2003. He is one of only few Master Code Professionals in the state of Oregon and has earned himself a highly respected reputation for presenting exceptional classes for OBOA and other professionals and colleagues (including energy and emergency preparedness topics). Outside of the office, Paul takes great pride in his amazing daughters, who keep him busy with their various activities and art. 

Chris Wong, PE, SE, is a licensed civil and structural engineer in Oregon and California. Chris has 19 years of experience in structural design, evaluation, and structural plan review of building structures. He is currently a structural engineer for the City of Hillsboro Community Development Department. He is a member of the Structural Engineers Association of Oregon (SEAO) Structural Engineers Emergency Response (SEER) subcommittee and has been active in assisting with the development of the Oregon Safety Assessment Program (OrSAP) building safety evaluator training.

 If you participate in any OBOA committee in any capacity, please join us Wednesday afternoon from 4:30-5:00 pm with the OBOA Board of Directors. OBOA has created this meeting as a valuable networking opportunity -- the perfect place for all committees to meet in person, review the last year, and look ahead to the next year. This is the first year (of many we hope) -- we connect all OBOA leadership and committee members across the association to host an in-person committee meeting, discuss ABM committee roundtables, and network with like-minded professionals.

Receptions on Wednesday and Thursday — All registered attendees and their registered companions/spouses are invited to join our meet and greet evenings. Reconnect with old colleagues and friends and make new ones at these relaxed social events, in a beautiful setting outdoors along the river. About our Closing Keynote – Presentation Details
"The Flying Inspector: Elevating Inspections with a Drone Program"
Presented by Aaron Lambert, Aerial Operations Manager, GenPac Drones; Dan Carlson, Building Official, City of Wilsonville and OBOA Past President; and a Panel of Building Officials

This exciting and informative presentation will review the process a local Oregon jurisdiction went through to adopt a UAS (unmanned aircraft system) program. Carlson will discuss how his division utilizes drones for solar installations, tall warehouses, re-roofing, framing, shear walls, rooftop mechanical units, and finals. The high-definition cameras allow inspectors to see even the small details such as nailing placement. Why drones? It’s an inspection tool but also enhances safety, time efficiency, and more rapid response and recovery times post disaster. A stream cast will be shown and after the presentation, we will step outside for a live demo and test flight course. Be in the know on this super cool tech of the very near future!

Earn your ICC CEUs with OBOA!

OBOA is a proud to be part of the International Code Council Preferred Provider Program (ICC PPP) network. All OBOA programs offer ICC Preferred Provider approved continuing education credit (CEUs). Attend our popular and high-quality programs to log hours for application or renewal of your ICC certifications.

The use of Preferred Provider training is required as a condition of all certification renewals, so that classes you take through OBOA directly enhance your professional development and career growth. ICC certificate holders must obtain a specified number of CEUs every three years in order to maintain their certifications and a portion of these CEUs must be obtained through Preferred Provider or ICC training. OBOA offers an extensive year-round schedule of events for members and colleagues to earn their CEUs.

To receive ICC CEUs, each participant must attend the entire class and sign in and out for record keeping. OBOA provides certificates of attendance to those who complete the course and submits rosters of attendance to ICC. Each individual should maintain record of their participation in all CEU programs.

Registration for the technical workshop on Wednesday is separate/optional and can be added during ABM registration. The workshop includes a hot lunch and six hours of ICC Preferred Provider CEUs. Online registration is available. Save money if you register by June 21! Final registration deadline is July 12.

Each regular ABM attendee registration includes one spouse/companion social ticket (which provides attendance at the Wednesday and Thursday evening receptions). Be sure to add at the time of registration if bringing a companion. All individuals participating in the OBOA ABM must be registered including any guests. If a companion wishes to join any other meals, please purchase separately with ABM registration.

OBOA has negotiated a discounted room block at our beautiful host venue, Riverhouse on the Deschutes in Bend, Oregon over our conference dates. This is peak season for the area and the hotel, so rooms are at a premium and very limited. 

RESERVATION DEADLINE: Sunday, June 16 – though we strongly encourage you to reserve your room right away (do not delay as this block will sell out, likely sooner)

Rooms are sold first–come, first–served and the hotel is expecting to sell out throughout our stay. Rooms will go quickly and after June 16 or whenever the block is full, whichever comes first –– reservations will only be accepted on a space and rate available basis. OBOA contracts with the resort on your behalf and has obligations to meet. Any upgrades or special requests must be made at the time of reservation. Room rates are $259 per night, per room (single/double occupancy), plus taxes and fees. Discounted rates may be available two days prior to the conference; please call for availability. Rates quoted are subject to taxes and fees and a daily resort fee. Please speak with the reservation agent at the time of booking regarding all hotel fees, cancellation or other hotel policies. OBOA does not accept any responsibility for resort policies and fees.

Pre-registration is required, and early registration is encouraged! Save money if registered by June 21st.

IMPORTANT note about registering: OBOA realizes many jurisdictions' fiscal year starts July 1. We strongly encourage and appreciate early registration (before July) -- and payment is not due until the event date. If you can register early and simply select to "Invoice Me" -- payment may be made later (after July 1). This helps tremendously with our planning; thank you.

Pre-ABM Wednesday Workshop Fees:

Pre-ABM registration fees include: In-person attendance at this full-day meeting with professional networking, coffee and refreshments, and a hosted lunch. This course also offers six contact hours of ICC Preferred Provider CEUs (0.6).

What ABM registration fees include: Attendance for the registered individual at all Thursday and Friday sessions and presentations including the Opening Keynote, 2024 Awards Luncheon, State of Oregon BCD Update, Industry and Association Updates, State and Committee Board Reports, OBOA Officers and Board Installation, ICC Report, all electronic session materials (as provided by the speakers), Lobbyist/Legislative Update, and the drone presentation and demo. Hosted meals: Wednesday's Opening Networking Reception, breakfast on Thursday and Friday, lunch on Thursday, and the Thursday Live Music Reception.

Spouse/companion? Each regular ABM registration also includes one complimentary companion/spouse social ticket for Wednesday and Thursday receptions. Attendees must indicate on the registration form in advance if they will register a companion/spouse. This is for participation at the evening receptions on Wednesday and Thursday only (no other sessions or activities included).

Connect your companions! If you have a spouse/guest joining you at the ABM and they are interested in connecting with other companions of conference attendees, we'd love to offer this small networking courtesy. Please indicate on the registration form if you would like to share your contact info and receive contact info of other companions. OBOA often receives requests to help make these connections while members are in session. OBOA is happy to exchange contact information and other info as it may be helpful to your guests in meeting others.

Committee Summit: If you are an OBOA committee chair or general committee member, your participation is requested by the OBOA Board of Directors to join our meeting on Wednesday, July 17 at 4:30 pm.

Students — Valuable Scholarship Opportunity! One of OBOA's priorities as an organization is to support students enrolled in the Building Inspection Technoloy (BIT) programs at Chemeketa Community College and Portland Community College and those pursuing a career in this awesome industry. OBOA offers several opportunities throughout the year for students to attend OBOA trainings and participate in our incredibly valuable professional development opportunities. Our business meetings (quarterly and annual) offer everything -- excellent updates, news, and timely industry information, ICC Approved Provider CEUs (continuing education units) and the in-person networking time that often opens many doors and opportunities through our member jurisdictions. The OBOA Board of Directors and the OBOA Outreach Committee have developed a Scholarship Fund for students to attend our OBOA business meetings free of charge! The Oregon Building Officials Association (OBOA) is a statewide professional non-profit organization providing exceptional educational and networking opportunities for our 1,100+ member representatives. Our members include building officials, inspectors, plan examiners, permit technicians, engineers, building designers, architects, and contractors.
